Dorothy Otieno Emerges as the Main Challenger to Rongo MP Paul Abour in 2027
In the Luo community, there is a
cliché phrase that states, “Alot miseyo ema tero Kuon.” This is loosely
translated as: “It is the vegetable that has been despised that finishes the
ugali (kuon)”. This best describes Hon. Dorothy Otieno when she first
showed interest in becoming Rongo MP in 2027. People discredited her
candidature. However, with her slogan “Ombokore,” or “Ombokore Movement,” she
has shown she can challenge her opponents in a largely masculine political
battlefield.
Currently, the race for
the Rongo Member of Parliament seat in the 2027 General Election is beginning
to attract increasing political attention, with Director for Social Programmes at
State House, Hon. Dorothy Atieno Otieno, emerging as one of the notable
challengers to incumbent MP Paul Abuor.
The unfolding election
has the potential to become a game to watch in Migori County, Rongo Sub-County,
even though party nominations have yet to be conducted and the election is
still months ahead. Paul Abuor is also a good choice for the MP, with a huge
advantage as he is the current MP of Rongo and one who has won the seat before
(twice). However, Hon. Dorothy Otieno has her own political background, a known
name (the late Hon. Dalmas Otieno), and a possible pool of voters that may make
the race interesting if she gets the UDA nod.
Hon. Paul
Abuor's Incumbency Advantage
Paul Abuor has been in
parliament since 2017 representing Rongo Constituency. He has a significant
advantage in this election, due to his experience in Parliament and political
connections. The 2022 General Election was just a repeat of Abuor's
overwhelming dominance in the last election. According to published results of
the election, he won 36,612 votes from 37,180 valid votes. However, it should be
taken with a pinch of salt, as it was a race that was never really competitive. Another
benefit is that Abuor's political visibility continues to this very day. He has
also been in the political arena, both within the constituencies and across the
country, where he is still a member of the Orange Democratic Movement (ODM). It
is especially pertinent to the relationship with ODM in the lead-up to 2027. Nyanza
has seen political changes in the efforts to strengthen the partnership between ODM
and the Kenya Kwanza/UDA side; in particular, the positioning of Abuor among the
politicians has been the focus. Nonetheless, this benefit will not come to
fruition if Hon. Adoko is elected as the ODM candidate. Hon. Adoko seems to be
getting favours from the ODM Migori County Branch chairperson. However, if he
(Abuor) wins the ODM ticket, he would have built strong political constituency
structures.
Hon.
Dorothy Otieno's Political Emergence
The challenge of Hon. Dorothy
Otieno is another kind. She is no novice at politics. She has a political
profile, partly due to her late husband, Dalmas Otieno, a former Rongo Member of
Parliament and the region's prominent politician. Dorothy also has her own
political experience gained from public service and political activities. Nonetheless,
her reported interest in the UDA ticket for Rongo has put her in the mix to
unseat the incumbent. Other UDA candidates are Hillary Ojwang and John Barasa
Zatta. Dorothy's ties to East Kamagambo may also prove to be important in the
campaign. Of the four wards in the constituency, Rongo's second largest ward is
East Kamagambo, which, if well targeted, could be a strong bastion for a
constituency-wide campaign. However, it is too early to assume that Hon. Dorothy
already has the majority of the voters in East Kamagambo ward. At this time, there
is no credible, independent 2027 opinion poll that verifies her support level.
The Fake Poll that Caused Confusion
The paramount question
concerning the "Rongo" race is whether there are actual political
changes taking place or simply unverified information that is circulating on
the Internet. A purported Mizani Africa opinion poll, which was spread around
social media and presented as being the result of the opinion poll, appeared to
show Hon. Dorothy Otieno leading the Rongo MP race ahead of others and Paul
Abuor. Africa Check then went on to investigate the claim and found that
Mizani Africa had rejected the poll as being fake. Thus, the claimed outcomes
should not be considered as evidence that Hon. Dorothy is actually the leader
of the Rongo race. There is a difference between these. While this may be
the case for Hon. Dorothy, it does not mean she is on the upswing of voter
support, which is what counts. The true story of how the race is going would be
much more accurately reflected by a true vote count of Rongo's electorate.
Why Central and East Kamagambo Could Decide the Election
Rongo Constituency is
made up of four wards, namely: Central Kamagambo, East Kamagambo, South
Kamagambo and North Kamagambo. As per the voter register of 2022, the
population of registered voters in Central Kamagambo was around 19,077, and in
East Kamagambo, it was about 16,141. The total of the two wards was around
35,218 registered voters, nearly 60 per cent of the registered electorate for
the two wards in 2022. This makes them more crucial for any candidate to win
the Rongo parliamentary seat. Central Kamagambo is very important as being the
largest ward. If the opposition candidate fails there, he will struggle to make
up the points elsewhere. Meanwhile, Hon. Dorothy Otieno may have an area of
interest in East Kamagambo. Her political activities and the connections she
has made in the area could grant her the chance to set up an early
base. Winning in East was not enough, though. A challenger would likely have to
play very well in Central, where they would also need to hold their own in both
South and North Kamagambo.
The
Mathematics of a Competitive Rongo Race
Suppose that in a
hypothetical election, 40,000 valid votes are cast. A candidate would need to
have around 20,001 votes to get the majority in a 2-candidate race. That opens
up a number of potential ways to win. If Abuor can capture Central, South and
North with large margins, then Dorothy can still sweep him off her feet in East
Kamagambo. However, if Dorothy wins East Kamagambo Ward, she will be neck and
neck with Abuor in Central and stop him from creating big leads in the other
two wards, and the battle could be very tight. This is why the eventual party
nominations and candidate consolidation could be more important than social-media popularity.
Party's
Candidate Question
The choice of a party’s
candidate has a major influence on the final race. The anti-incumbency vote may
be split if there are multiple candidates. For instance, in the event that
Dorothy, Nelson Adoko, Hillary Ojwang, and John Barasa Zatta (or other
candidates) each get a part of the opposition vote, Abuor may be able to win
and not get a majority. If UDA finally coalesces around one strong candidate, then
the situation would be very different. Hon. Dorothy is likely to be the main
challenger in this race.
Who is Currently Ahead?
As of this writing, Paul Abuor still appears to have the best overall electoral position, based on the verifiable evidence. His advantages include:

v Experience gained in national politics
v ODM party structures
v A good 2022 electoral performance
The most interesting
emerging contender is Hon. Dorothy Otieno, given her political past, her ties
with the late Dalmas Otieno legacy, her UDA aspirations, and activities in the
constituency. So it would be more correct to state that Dorothy is the primary
opponent, rather than Abuor, and her campaign could make the 2027 Rongo race
much more competitive.
What Could Change the Race?
The political balance
could shift dramatically in a few developments in the interim until the next
election in 2027.
First,
party nominations. The ODM and UDA candidates will largely define the contours of the general election.
Second,
political alliances. As the ODM-UDA relationship evolves,
it may influence the candidates that will be supported.
Third,
constituency development. Projects, representation, and
accessibility are key areas where voters can evaluate the incumbent's record
and will become a major campaign issue when considering Abuor.
Fourth,
voter turnout. If turnout goes up or down
significantly, the calculation might change, especially in Central and East
Kamagambo.
Finally,
candidate consolidation. If they split their vote among
two candidates, it might get closer.
Conclusion
The race for the MP
seat in Rongo is still in the making for 2027. So it is premature to call a
winner. In fact, Paul Abuor has the best base for political victory for now
since he is the incumbent, has won the seat before (twice), and has a political
network. Nevertheless, Hon. Dorothy Otieno is a potential contender to watch. Her
political leanings, links with the former Rongo MP Dalmas Otieno, and the
alleged plans of the UDA have given her a platform to challenge significantly. The
main question that will be asked is whether she can translate the political
visibility into votes in all four wards, especially Central and East Kamagambo. So
far, the best way to evaluate is straightforward: Hon. Paul Abuor is still the
early favourite, but Hon. Dorothy Otieno is one of the best viable contenders in
the 2027 Rongo MP race. When party nominations are finalized and there is more
credible constituency polling, the race may turn out to be much closer.
