Public Outcry in Kangeso as Residents Challenge Food Distribution by Hon. Dorothy Otieno

On Friday, 17th April 2026, Hon.
Dorothy Otieno, State House Social Programs Director, and one of the Rongo 2027
Member of Parliament aspirants, decided to surprise widows and women in Kangeso
Sub-location, in East Kamagambo Ward, with the distribution of relief food,
which comprised a 2 kg tin of rice and beans. The event took place at Kangeso
Chief’s Camp, started at 8:00 am, and was chaired by the aspirant herself and
the area assistant chief.
Some residents perceived the move as
appropriate, because there are elderly and widows in the community who deserve
such food. Unfortunately, they cannot afford it. Sardonically, a 2 kg tin of
rice and beans can feed them for how long? Furthermore, a section of the
residents who boarded the bandwagon of Hon. Dorothy Otieno’s relief food
distribution, asserted that the activity should be regionally balanced (all
four wards of Rongo Constituency).

The protagonists' group believes
that the move was not well thought out. They prefer empowerment over relief
food distribution. Through their WhatsApp group, “Kangeso Ratil”, this section
argued that this action creates a culture of dependency in the community, and
does not align with the struggles and visions of previous greater leaders such
as the late Hazekiah Oyugi and the late Hon. Dalmas Otieno Anyango, who
invested heavily in community empowerment. They added that since Hon. Dorothy
Otieno is in the government, serving as the State House Social Programs
Director, she should attempt to provide solutions to current teething issues in
society.
They compared what Hon. Caroli
Omondi is doing in his Constituency (Suba North Constituency in Homa Bay
County) through the Principal Secretary for the Ministry of Interior and
National Administration, Dr. Raymond Omollo, with Hon. Dorothy Otieno’s food
relief distribution. The protagonists’ analysis rated this action below
expectations. They laughed off the allegations of Hon. Dorothy Otieno of being
the best friend of Dr. Raymond Omollo, but cannot employ five residents in
the Ministry of Interior and National Administration.

Furthermore, they compared the
action with the work of the founder, Qwetu Mashinani, Mr. Duncan Rachuonyo in
East Kamagambo Ward, and the outcome is still below expectations. She could
have done better based on her position in the government and connections. She
could have negotiated for empowerment and employment for the residents rather
than food relief distribution.
Will 17th Friday, April 2026, at
Kangeso Sub-location Chief’s Camp hamper Hon. Dorothy Otieno’s quest for 2027
Rongo Parliamentary seat? The answers to the questions depend on the majority
of Rongo residents. Nonetheless, the aspirant needs to re-strategize her
approaches to winning votes from Rongo residents. In the political realm in
Rongo Constituency, a few aspirants, if any, took such an approach. They always
attempt to align their political strategies with the empowerment of the
community.
Furthermore, Hon. Dorothy Otieno has
been engaging in various empowerment and fundraising activities in Rongo
Constituency. The recent one, fundraising, which took place at Njume SDA
church, Kangeso Sub-location, in East Kamagambo Ward, where about Ksh 35,000
was contributed. Therefore, the protagonists should give her time to execute
her plans. She might have better plans for Rongo residents.
